For a secure return of the displaced , Tammuz Organization for Social Development holds two seminars at the  Al-khaldiyah camps in  Al-anbar province

Two educational   seminars on the return of the  displaced were held by Tammuz Organization for Social Development on 8th and 9th of January,2017 in Al-khaldiyah central camp and Al-khaldiyah (4) camp.
These two seminars  were the second and third out of seven seminars within the Human Rights and Rule of Law project to help the displaced, in which Tammuz Organization for Social Development  has been participating through its  Free Legal Clinic in Al-anbar.
The seminar in Al-khaldiyah central camp was attended by 37 displaced men and women, 20 women and 17 men , and also attended by the free legal clinic’s staff. In this event, two lawyers of the free legal clinic, namely our colleagues Bahaa J. Mohammed and Mais I. Jabbar had delivered an educational lecture on the measures related to the return of the displaced . On  the other hand, the seminar in Al-khaldiyah (4) camp was attended by nearly 38 displaced men and women, 13 women and 25 men. In that latter seminar two of our colleagues, namely lawyer Bahaa Jassam and Azer Sadiq had delivered their lectures.
The two seminars were opened accompanied by welcoming and introducing of Tammuz Organization for Social Development and the legal clinic and its goals. After that, the lecturers  in both seminars provided legal information about the return of the displaced to their areas, most of which have been liberated by our courageous  Iraqi forces. The seminars, after displaying the most important steps and measures related to the return and the displacement registration , for those not registered yet, focusing on the return of the displaced students to their schools to pursue their academic life, which is considered to be the most outstanding  goals that our organization seeks to achieve for the important role it plays in the creation of an educated generation able, with the awareness it has ,to counter extremism and terrorism.
Following is a summary of  the measures taken for the return of those who are willing to return to their liberated areas:
- Return registration (Return verification means)
1- The displaced person who is willing to return has to consult the Ministry of Migration and Displacement branch in Al-anbar to record his/her willing to return. The mentioned branch shall provide him/her with an identification letter to be presented to the competent authorities at the place of return, and his/ her displacement file shall be closed. In this case, the branch at the place of return has to check his/her return by receiving the return confirmation letter from the local authorities at place of return . When confirmation measures are completed then the Ministry headquarters should be notified.
2- The displaced person  may consult the ministry branch at the place of return, and should submit a proof for his/her return (local authorities confirmations). The mentioned branch shall inform the ministry and the branch, in which the displaced was registered, to close his/her file at that branch.     
3- One file to be opened for each family or individual to register the displacement, and all subsequent measures should be attached to the first file (the original), with no need to open further files.
4- Submitting the official documents, related to the closing of the file by competent authorities, and those documents which prove the return to the original living place or the usual place of   residence ( mukhtar and local council confirmations sealed by the ministry branch at the place of return )
5- People who have not registered their displacement may register the displacement during   registration of their return, and submit, at the same time, the related documents of both the displacement and return to the return branch. The return branch has to inform the ministry immediately.
6-  Taking a legal commitment from the family, which returned from the displacement, confirming that it has not registered or received any return grant from any other branch.

As for the measures taken to insure the return of the displaced students to their study, they are as follows:
1- Obtaining a confirmation letter from the school in which the displaced student attends classes authenticated from the representation of the ministry of education in the place at which the student was displaced.
2- Obtaining a no objection letter from the school, which the student is willing to pursue and start study, addressed to the school in which the student is currently studying.
3- The letter is addressed to the school , in which the displaced student will start study, within the schools opened in the liberated areas.

The attendants in both seminars, have stressed the necessity to keep safety and being aware of the risks of mines that Daesh criminal gangs have implanted. These warnings about mines risks are outlined as follows:
- In case of any suspicious object found, do not act as a savior and leave the situation to the competent authority to practice   its task and follow these measures:
1- Never getting close to   the object
2- Do not touch the strange object or try to move it
- in case of an explosion of an IED close to you get down immediately and put your hands on your head trying not to inhale the gas resulted from the explosion; it might be poisonous. In case of casualties and wounded persons try not to move anybody and immediately call the ambulance and   competent security services 
- watch out of the abandoned buildings and suspicious houses. When  you suspect a house previously controlled by the terrorist gangs it is preferred not to get inside  before being examined by an engineering team.
- keep away from any object you may find such as: kids games, valuable things, bags, watches, pens, cameras, mobile, cigarettes box, abandoned weapons, household appliances, and medical supplies.
Both seminars provided opportunities for the participants to ask questions, inquiries and to receive feedbacks from the lecturers to make them clear. The questions of the displaced were various ranged from questions about the possibility of returning of the families, whose head was detained or his fate was unknown, and how to apply for return without the head of family. The seminars also clarified the return procedures for the students who left their study during displacement. The displaced also inquired about about the procedures taken with regard to financial grants allocated during the displacement, which they did not receive  throughout displacement. In addition, some of the displaced asked about the effect of the family head’s death or its member during the displacement period, and how to change legal applications, which were applied in the name of the  deceased, including procedures to receive the grants and return.
The lawyers also clarified  in the two seminars all measures and instructions from the ministry of education and other offices which were related to the cases and questions of the displaced.
Moreover, there was an introduction to the role of the legal clinics and legal clinics network all over Iraq and the services that they have been providing as well as the readiness of   the legal clinic in Al-anbar to provide its free services to the displaced. In the conclusion of the seminars, the displaced extended their thanks to the clinic and the organization staff for the valuable information they have given and for their help to the displaced.
On their part, the clinic’s staff distributed brochures, related to the legal procedures about  the displaced return, to all participants   in both seminars and to some of the displaced at the camps.
