 Under the slogan: “in order to create a community-based electoral culture”

 Tammuz Organization for Social development held an educational seminar entitled “Electoral cycle and elections stages according to international standards”, the seminar was held on Monday 29/1/2018 at the hall of vocational training center in Nasiryiah-Dhi Qar province

With the presence of a number of graduates from universities and institutes, the employees of the center which belongs to ministry of labor and social affairs and with the participation of our lecturer colleague Bashair Ali of the Electoral commission in the province from Media department of the commission.

The seminar began when our lecturer colleague welcomed the participants and thanked them for their attendance; afterwards, the attendants were introduced to each other.

 Then, the seminar’s goals and expected results were reviewed when our lecturer colleague talked about an overview of the fact of three electoral cycles that had been conducted in Iraq, the constitutional referendum in addition, he gave a definition on the concept of the electoral cycle he also referred to the constitutional article that limited the period of an electoral cycle.

 Afterwards, the stages of an electoral process were reviewed starting with pre-elections stage and the accompanying processes for it is supposed to hold a population census, updating voters’ register and to create a sober voters’ register as well as an election law issued by the Iraqi parliament, to set the elections’ date and the registration of the political entities, elections’ observers, identifying media propaganda and media silence.

Then, the elections’ date with its three stages: opening, counting and sorting votes and at last pos-elections stage, results and appeals.

 After that, our lecturer colleague Bashir Ali gave a lecture on the new electronic counting system and its mechanisms.

And then opened the discussion and dialogue among the participants, where there were several discussions on the stages of the elections and the electoral cycle and what was addressed during the seminar, the lecturers responded to all the questions and queries.

 It was emphasized on the role of the electorate in the success of the elections as well as its electoral control, the role of civil society organizations and agents of political entities and the implementation of procedures issued by the Independent High Electoral Commission.
