Monitoring the National Plan of International Security Council Resolution 1325

 

Tammuz Organization for Social Development participated in the training workshop organized by the Baghdad Women's Association with the support of the European Union Regional Credit Fund to respond to the Syrian crisis and in partnership with the Euro-Mediterranean Women's Initiative. Among the activities of the project - to enhance access to protection, participation and services for refugee and displaced women and host communities. The workshop was held over three days on 15-17 April 2019, in the presence of a number of civil society organizations.

   As the workshop was started by identifying the most important goals that women aspire to.

 1- Increase the effective and proportional participation of women in decision-making positions at the local and national levels.

2 - The adoption of a quota for women in the executive power as a positive result in order to allow women to play their role in the decision - making process.

3-Empower women and develop their capacities through a rights-based approach to contribute to the reduction of violence against women.

  4- To provide safe shelters for victims.

Then, the meaning of the following was addressed:

1)    Follow-up and monitoring.

2)    Indicators.

3)    Data and results.

4)    Recommendations.

On the second day of the training workshop, the following was reviewed:

1- The three pillars of the National Action Plan:

Pillar I: is the participation of women in decision-making in order to contribute to building a comprehensive peace and maintaining security.

Pillar II: which expresses the government's intention to ensure minimum protection and security for women to live a life of freedom and dignity.

Pillar III: Its overall objective is to integrate Security Council resolution 1325 into all national development strategies and plans.

2 - Supervision: are the supervision, examination, checking, revision and verification carried out by a competent authority in accordance with the Constitution and the law.

3 - Accountability: It is the duty of those with power and influence to be accountable or take responsibility for their actions.

On the third day of the training workshop, solutions, recommendations and the importance of accountability, which were drawn from the training workshop, were presented.

The most important recommendations of the training workshop were the following:

1- Forming a committee to follow up the implementation of the second national plan, which is far from sector custom and is shared by civil society and government.

2 - An analytical study of the paragraphs of the national plan 2014-2018.

3- After defining the monitoring and follow-up plan, identify gaps and imbalances.

4- Review the plan in terms of adaptation.

5-Identification of accounting and question mechanisms.

6- Reliance on means of verification and their sources in the process of accountability and control.

7 - Highlighting the national plan and what will be working on the media.

8 - Participation of field teams to see the extent of their application and the extent of their achievement.

 

9- Adapt the awareness of the decision to obtain adequate information and results.

10- Conduct a field survey on the pillars.

11- Work on a future advocacy campaign in relation to the plan

12- Establish a joint working mechanism with the government sector. The aim of the training workshop was to strengthen the capacities of women's organizations working on UN Security Council Resolution 1325 and to activate their role in monitoring national policy frameworks and legislation and reducing gender discrimination.
