Fourth Report of Monitor to choose Board of Commissioners for Independence High Election Commission launched by Tammuz Organization for Social Development

Tammuz Organization for Social Development continues its monitoring to choose Board of Commissioner for Independence High Election Commission and issued its fourth report after voting of the Iraqi Council of Representatives on eight of 23 members at its session held on September 17, and leave the nine member under discussion and negotiation. Here we like to point out several observations and concerns of our organization for the future of Iraq, which declines every day in building its democratic institutions, lack of respect for political blocs of the Iraqi constitution and laws legislated, as well as ignore the resolutions of the Federal Court to all the authorities in the Republic of Iraq, and this indicates that most of the political blocs are working against the construction of a genuine independent institutions.
Therefore, we noted that Independent Institutions became sectarian and subjected to quota instead of qualification, professional, neutral and independency, we affirm on the following:
1. Presidency of council of representative is responsible for the conversion of independent professional bodies to the political bodies are selected according to the partisan sectarian quotas, and thus became a violation of the Constitution and the laws that legislated  to establish these bodies.
2. Presidency of council of representative is responsible for sedition among Iraqi people through not representative in the independent bodies and the lack of equal opportunities for individuals and the components of Iraqi society, from other hand they voted on the eight members according to sectarian and national quota and leave the rest components disputed the ninth member of the Commission.
3. Lack of representation of women in the election commission is the prejudice to its right and contrary to the Constitution and laws, contrary to UN Resolution
4. Political Process progresses to build non-democracy, non-professional and non-independent institutions and hence will be unfair
5. Election Commission must be formed in the same that happened in the parliament will lead to formation of the commission of questionable work by the Iraqi street because of the lack of independence, and it will be subject to the will of partisan sectarianism and nationalism
6. The selecting of new members in this way is a prejudice to the right of candidates, which arrived to more than seven thousand man and woman candidates, and most of them had the skills and expertise and also independent and have won high marks during differentiation and the interview process that has completed through the Committee of experts formed by the Iraqi Council of Representatives.
7. What is the use of civil society organizations and surveillance networks to monitor the process of selecting the Board of Commissioners if the process is a foregone conclusion
8. Finally, we express our concern for the future of the democratic process in Iraq, which affected the quotas even on independent bodies, as well as the marginalization of the Iraqi people components and the role of women.
