Initial Report about Observation of Voting Process in Baghdad & Provinces

Voting process by voters started at seven o’clock in the morning until at five o’clock in the afternoon, and it was controlled a number of notes:
1. Polling process started under security calm in most of Iraqi Provinces except Babil and Salah al-Din explosions
2. There is no presence unauthorized persons inside the station and we hope to go on this positive condition until finish the polling
3. Voters came since seven o’clock in most of polling stations with disparate numbers, but the fist hours were a little in all of Iraq’s provinces where the ratio generally was %30 till 12:00am
4. continuing of electoral violations in most provinces as distributing of cards contain pictures of candidates and ambulant cars in streets carry number of list or candidate
5. The lack of voter names in the voters’ registry in most provinces where our observers noticed that the names of quit a few of voters have not found in the registry in Baghdad and provinces such as in (Mira’ag al-Aoal School, Mira’ag al-Thaniya School, Industry Secondary, Khawla Bint al-Azour School and Shula’a School)
6. Presence of electoral propaganda near al-Erada School for Girls (107504) of list (483) series (14), and another propaganda of list (419) at a distance 50 meters of Nour School in Shula’a and propaganda for list (419) and al-Sadr Movement at a distance 50 meters of al-Aly’a School in al-Hurriya region where one of employees promotes for list 419 in openly in station number 5 in al-Aly’a School, and propaganda for lost 419 in al-Qurish Primary School in al-Kadhmiya region. We also monitored the electoral propaganda of list 419 for candidate Mohammed Kafel al-Zrkani in al-Mira’age al-Thaniya School in Shula’a.
7. It was noticed the lack of media in median voting stations in Ishtar Hotel
8. In Muthana province, the ambulant car in streets carries posters to gathering together for Muthana bloc, and it has informed the electoral commission and it was detained by the security forces. One of Law State (419) series number 5 has distributed the electoral propaganda at the door of al-Garbi station (172103), and candidate of gathering together for Muthana bloc list, Wafa Fadhil Abu Khashaba, has distributed cards inside the electoral station in al-Samaoa School for girls.
9. In Baghdad’s Karkh, our observers noticed that some stations do not permitted to enter entities’ attorneys second time to the station and then the y entered to the stations after threaten the entities’ attorneys of  commission employees to present complaint such as in Janeen School.
10. Some of commission employees do not wear cards such as in Dijla School in Baghdad, and it was informed the electoral station manager to take the necessary measures
11. Information of some voters did not conform as date of birth and names and this happen in Dijla Station in Dora, and the presence of electoral propaganda at a distance 30 meters from al-Razi Station
12. It was controlled armed persons of police near al-Razi station in Baghdad and was presented a complain against them and then go out them from stations
13. In Dhi Qar province, our observers monitored return a number of voters under the pretext of the absence of their names in the Unity Center, Shaimaa ,Talalth and in Sumer Hai in Khawla Bint Azor School.  The presence people in the door of station call for a specific list at 9:40 am, and the expulsion of political entity attorney of list 411 (National Coalition) from Amani School Center in Ekal area because he promotes for the list within the Centre and in Sugar Castle where cars and loudspeakers propaganda promote to the candidate Yassin Abdel Wahid of al-Ahrar Bloc. In Trade Secondary school in Dhi Qar, it was expelled someone impersonating an observer from Tammuz Organization but he did not carried card of Tammuz Organization at a time then the security forces arrested him, and recorded it as a breach. There is another breach by list 411 where it publicized pictures of the candidate Abbas Imran Mosa in Sugar Castle from the time 8 am to 9:00, and another breach of al-Wafa Bloc 404 because the candidate Hadi Talefh promotes personal pictures through wandering cars in the streets of Sugar castle.
14. In Basra in al-Haynia Region in the electoral station number 292103, back many voters because of the lack their names and it was occured verbal altercations, despite the open curfew in Basra still turnout on election weak from region to region and from center to center.
15. In the province of Karbala: inal-Ekhlas Center and Saif al-Islam center, there are political entities carrying badges does not have the registration number and date of issuance, and the presence electoral propaganda near the center and the movement of justice state, Law State distributed the electoral propaganda to the citizens in cars despite curfew. It was also noted the difficulty in transporting voters, and there was no cooperation by the security forces. It is said that cooperation starts at noon today and the continued existence of electoral propaganda inside Saif al-Islam Center List, Mr. Habboubi who his series is 35, some of the children at the center wearing cards with his name and number in Saif al-Islam station No. 5 station and was adopted copy of identity card instead of the original one, and Amal al-Rafdeen list and Itedal list put a poster on the barbed wire surrounding the electoral center and it was informed commission to remove it.
16. In Babylon, there are security disturbances since it has been explosed three voice bombing near Jbela hospital side Jbela Garage, and the turnout was low in the early hours did not exceed 15%
17. In Najaf in al-Jaza’ar Secondary, there are the election propagandas for candidates near the stations at a distance 50 meters for the candidates Hussein Zamili 441 and Haider Najam 411 at 9:30, where the candidate of the al-Ahrar Movement wandering in cars and distributing propaganda against al-Atah center. State Movement distributes propagandas and it was arrested them by police and the turnout is very weak and enter without a queue. In al-Ansar Hai, there is the electoral propaganda at a distance twenty meters from List 441 series 52, and director of the station Center No. 2 in Taif in Ansar Center enters with a voter for the cabin, and in al-Aqdam School there is also election propaganda at a distance 8 meters from the center series 12 List 453, and in the same station there are women wear the veil and claim to elect the same list. In al-Bitola Station, there are cars to distribute electoral propaganda but it was caught by commission. The small number of voters in station Abe al-Fakhir where car bearing pictures of Radwan al-Kanadi 411 and series 4 and the car, which distributes the electoral propaganda the type Opel No. 6530 Najaf list of 411 distribution credit card with ten thousand near polling stations.
18. In Diwaniya, there are three blocs’ al-Muatin, al-Wafa for Iraq and Law State distributing credit cards, and we also controlled propaganda near the electoral station Dho Noreen of Law in the door of station in Iskan region and it was raised curfew
19. In Wasit in al-Azizya region, there was propaganda for al-Muatin bloc 411 by cars to elect them, and another breach at 9:00 am where big poster for list 486 series 25 for candidate Nassir Hadam roaming with his own car and raise poster of his list near station. Breach in al-Ahrar region Mohammed Kanah 419 of law state and Aid Mizeel 428 of social justice, and it was rasied pictures near of electoral station and call people by loudspeakers where they transfer people by their cars. Breach in al-Azizya region promotes for al-Muatin bloc 411 by cars.
20. In Salah al-Din in Biji region, the mortar bombs targeted four electoral stations at 8:35am in Abdul Rahman al-Khafiqi station, al-Malha School, Hai al-Askari School and Biji School. List 504(al-Muatin and Takeer Movement) promote electoral propaganda inside Abdul Rahman al-Khafiki Station.
21. In Diyala in al-Ab’ara region, one of coordinator of stations did not permitted entering observers until after calling commission to give permission to enter them. Some breaches in Khalis region in al-Balaka School where officers of police (bodyguards of Mayor Ali Khudran) promote for the mayor of al-Khalis region, and Khalis Hossynia promotes through loudspeakers and calling for a list of Law State No. 501 and warns Baathists and Osama al-Nujifi to come there. In Khanaqin region, it has been returned back a number of voters because their name was not found in station. There is breach in Abdul Rahman School in Biji station number 6 and the head of station Suhaib calls for elect certain list, and because of the large number of entities observers led to the gathering in the school grounds and thus to educate voters to certain lists.
22. In Maysan, it was controlled a number of electoral breaches such as electoral propaganda of Law State at a distance 30 meters near Revolution School. In New Generation Station in Maysan Paper Factory, the names of voters were on the wall of station, but they did not found in the polling stations. In Sader Hospital, head of hospital refused entering media to this station, after that they call commission to talk with head of hospital to permit media to enter to the station, but media refused. The rate of voters arrives nearly to %40. 
 23. It was noted the participation of women in voting, even some of them search about their names from station to other.
24. The commission did not responded to call of voters
25. One of leader of the electoral lists has announced that it is possible to happened forging in the stage of voices sort
