Report on Reviewing of Iraqi constitution

Tammuz Organization for Social Development held in cooperation with al-Hayyat Iraqi Network and Friedrich Ebert Foundation 24 workshops on modulations of constitution were distributed to 12 provinces (2 workshops in each province including Baghdad, Babil, Karbala, Najaf, Qadssiya, Muthana, Dhi Qar, Basra, Mayssan, Wasit, Anbar and Salah al-Din) in order to support the process of adjustment and fixing of national unity, the workshop started from the period 14/04 to 06/05/2007.
During the workshop, it was put forward the demanded ideas of reviewing constitution based on the recommendations of the Dead Sea Conference held in Jordan on 15 \ 11 \ 2006, the participants positively reacted to discuss the articles of constitution and submit the modulation suggestions, and the most prominent issues discussed are:
•    Wealth and how to distribute and manage
•    Federation and relation among regions
•    Kirkuk Case
•    Federal Court
•    Establishing of the armed forces
•    Freedom of express in the constitution
•    International agreements of human rights and other different articles of constitution.
•    Emphasis to raise all articles and doctrinal phrases and depend on dialogue method and respect other people views.
Recommendations of workshop are: 
1.    Remove phrase (al-Baath al-Saddami) of article No.7
2.    Forming of Iraqi army base on national and professional of article No.9, and remove article No.41 and instead with personnel status law No.188 of 1959 after modulation it.
3.    Modulation the first paragraph No.92 on the members of federal court and their experience with clarification of second paragraph of the same article.
4.    Oil, gas and other wealth must be under the management of federal government of article No.111.
5.    Not to formation regions on the basis of sectarian of article No.117
6.    Postpone the article No.140
7.    Adding the article to admit of international conventions on the human rights.
